Mass Spectrometry Lab.
1980-1990, - head of Computer lab.,
1990-1998 - senior researcher (CP 2), member of the institute scientific
council and head of the computer and communication lab.
since 1999 - senior scientist (CP 1) and head of the ITIM Intranet system,
as well as coordinator of the 'Teacher's House' Internet Learning Center
project.
Starting his professional career as a mathematician in a physics research
institute Dr. Jalobeanu served as analyst and computer programmer, developing
and applying different computing methods for experimental data processing,
on different type computers. He was responsible of four projects of
data acquisition systems in Nuclear Magnetic Resonance and Mass Spectrometry,
working out the specialized acquisition and signal processing software.
His special interest
in computer graphics (stimulated by a Hewlett- Packard 9100 calculator
with a HP 9125 plotter )was finalized in the first computer graphics
exhibitions in Romania (Cluj 1971,1972, Arad 1973, Timisoara 1974, Satu-Mare
1975, Bucuresti 1976).
The attraction of the
plotter representations directed him to the computer graphic artists:
Georg Ness and Herbert Franke (whom he has met at Erlangen in 1973,
respectively at Bucharest in 1974). This job was subject of many papers
(published in magazines and newspapers) and conferences in his own country
and different contacts in West Germany and Austria. It is to be noted
an artistic recognition of his drawings obtained at the exhibition in
Bucharest in January-February 1976 (Galeria Noua) benefiting from the
enthusiastic support of prof.V.Mercea from Cluj, Titus Mocanu and Anca
Arghir from Bucharest (now living in Germany). A good presentation of
the exhibition appeared in 'Arta' 6, Bucharest 1976 (V.E.Masek). In
1977 dr.Jalobeanu was invited to participate to the Ars ex machina exhibition
at Kuenstlerhaus in Vienna.
In cooperation with
a designer artist (Adriana Dobra) from the research institute on porcelain
and ceramic (CERO-Cluj) dr. Jalobeanu elaborated a method for computer
graphics decoration of porcelain and ceramic items. Some results were
exhibited at the Bucharest International Fair 1979-1980, and in Cluj
and Oradea, also. The results were reported as a chapter in the volume
'Mathematical semiotic of the visual arts' published in romanian in
1982 (editor prof.S.Marcus).
In his doctoral thesis
entitled "The Relational Systems and their use in Computer Science"
(1977) he studied the multi-valued relational structures in connection
with the computer science algebraic models, using the apparatus of the
Post algebras with many ideas of the Polish school ( H.Rasiowa, A.Salwicki,
Z.Pawlak, A.Blikle).
Working from 1978 to
1986 on a Data General NOVA 3/12 minicomputer, from 1986 to 1991 on
a Romanian PDP 11/45 type system, and CP/M and DOS microsystems, he
coordinated the computer laboratory activity, teaching the staff and
developing different programs packages for computer graphics, mass spectra
acquisition and interpretation. Together with dr.N.Palibroda and C.Jalobeanu
he realized a mass spectra acquisition and processing system based on
a general purpose (NOVA) minicomputer connected to the Varian Mat 371
Mass Spectrometer. The system was reported at 9-th Int.Mass Spectrometry
Conf. Vienna 1982.
Interfacing a TV camera
with the NOVA minicomputer a small digital image processing system was
realized, drawing the resulted pictures to the graphic printer or to
the plotter using original routines. The general purpose Fortran routines
for edge detection, contrast enhancement, threshold detection, object
analysis, etc. were developed. Some of this were used in archaeological
prospection, processing the magnetic field data or other archaeometric
information.
In 1984, a paper on
this subject (M.Jalobeanu, R.Roscau and V.V.Morariu-'Digital Image Processing
in Archaeological Prospection') was accepted at the Archaeometry'84
Int.Symposium on Archaeometry, Smithsonian Institute, Washington D.C.
A CP/M-data acquisition system manufactured in the computer laboratory
for an electronic resonance spectrometer was delivered in 1988 to the
Physics Dept. of the University of Bucharest.
Another CP/M Mass Spectrometry
Data Acquisition System was finalized in 1990. In 1991, an integrated
MS Data Acquisition System with AD and DA converters and some digital
commands, with a menu driven software on 10 Kbytes EPROM memory and
RS-232 communication protocol with a CP/M machine, was finished and
installed on the SMIT-1 spectrometer (The system project and most of
the software support was elaborated by dr.Jalobeanu). From 1991 the
hardware support of the institute was enlarged with some IBM-compatible
personal computers (some XT's and AT286 and 386). Dr.Jalobeanu installed
many of them and teaches the user colleagues on MS-DOS and PC- environments
(Turbo Pascal and Word Perfect, especially).
Between 1992-1996 dr.Jalobeanu
coordinated a 4 years project on algebraic and relational models for
graphics and image analysis, conducting the research of his small team
in the field of mathematical morphology.
Since December 1992,
dr. Jalobeanu installed the e-mail connection in the institute and is
responsible with the INTERNET communications. In this field he continuously
tried to improve the institute access to the Internet resources : installing
different software products he succeeded to connect his 386 PC as a
remote terminal to ICI, IMAR, PUBucharest , UTTimisoara and UTCluj (running
VAX-VMS and UNIX-LINUX O.S.), as well as an UUPC server. In 1994 he
prepared a project (hard-soft) for a communication server in ITIM, including
a local network and a small library server. His project was accepted
by the institute scientific and management council and was accepted
and presented at ROSE'94 Conference at Bucharest in November 1994.
He succeeded to manage
the building of the local communication network, configuring the e-mail,
FTP and Web servers, using a V34 leased line connection to the RoEduNet.
On this continuously developing activity, together with his Computer&Communication
team the Institute Local Area Network (grouping more than 70 computers,
and near 120 users) is organized now as an Intranet with 5 Web servers
instaled and maintained by him.
In
the same time he succeeded to write and publish to books about Internet:
"Internet informare si instruire", 1995, 424p., ISBN 973-96862-8-1,
ProMedia Plus Publisher, "Acces in Internet: Email & FTP", 1996,
256p., ISBN 973-97377-2-2, ProMedia Plus Publisher, very well received
by romanian readers. A review of the first book was published in Matrix
6.01 by Peter Salus. Also, Dr.Jalobeanu
translated in romanian the Dr.
Bob's Guide to Off-line Internet Access,
now at the 8th edition.
Dr.M. Jalobeanu published
more than 60 papers in scientific periodicals and proceedings in own
country and only eleven abroad. He is the author of more than 46 internal
technical reports and of some internal computer user manuals or compendium(FORTRAN,
DGC-RDOS, ALGOL, BASIC, CP/M, DOS, Word-Perfect, E-mail, Internet).
Also, he is co-author at two romanian books " The Mathematical Semiotic
of Visual Arts"( ed. S.Marcus, Editura Stiintifica si Enciclopedica,
Bucharest, 1982), and " The Electronic Computers, Graphics and Image
Processing" ( ed. V.Baltac, Editura Tehnica, Bucharest 1985).
The teaching experiences
of dr.M.Jalobeanu includes an 'Experimental Data Processing Course'
at a special technical school on Stable Isotopes, between 1970 and 1975,
different internal courses about computers utilization: D.G. RDOS, FORTRAN
IV, BASIC, RSX-11, PASCAL etc. He prepared 9 internal manuals for these
courses, addressed to general computer users. Between 1991-1993 he teaches
a course entitled 'The Role of Computers in Artistic Creation' at the
Academy of Visual Arts and also at the Academy of Music from Cluj, oriented
to multi- media and with applications on text and image editors (until
now only on DOS configurations).
In a 1993 seminar for
young journalist, dr.Jalobeanu take a short practical course about multi-media
in the newspaper preparation. Since 1997-1999 he teaches a course on
"Statistics and Internet" at the Technical University (Administration
College from Campia-Turzii), and a "Communication in Internet" course
at the "Babes-Bolyai" University (College of Informatics).
Between 1969-1974 dr.Jalobeanu
participated at different international meetings (Nice-1970 International
Congress of Mathematicians, Jablonna-Warsaw Mathematical Foundations
on Computer Science, Varenna-Italy 1972 Summer School on Algebra and
Theory of Categories, Hamburg-1973 and W.Berlin-1974 'Gesellschaft fuer
Informatik' annual conferences). All these scientific actions were based
on foreign part invitation and sponsorship, with own travel expenses.
After 1974 dr.Jalobeanu travels abroad have been much restricted, and
he was only to some service travel in Moscow (1976), Warsaw (1977) and
Vienna (1977).
In 1978, together with
his wife, he participated as tourist at Zakopane to the 7th
Symposium on 'Mathematical Foundations of Computer Science'. After 1979
when his brother 'remained in Occident'(Georges Jalobeanu, violist at
Nice Philharmonic Orchestra) dr.Jalobeanu didn't obtain the necessarily
approvement nor for a Varna seminar (1983). After 1989- revolution,
in 1990 holiday, with his wife (dr.Ciresica Jalobeanu) and his student
daughter, dr.Jalobeanu visited Nice-Sophia INRIA center of documentation,
and had very interesting contacts with image analysis team (Project
PASTIS ).
In June 1991, due to
a kind invitation of prof.Kropatsch and the Austrian Academy of Science
sponsorship, dr.Jalobeanu was two-weeks guest of the Pattern Recognition
and Image Processing Department of the Technical University of Vienna.
In September 1991 he participated to 12-th Eurographics Conference in
Vienna with one of 40 Eastern country scholarships. In November 1991
dr.Jalobeanu was invited as lecturer at the Erice 18th Eloisatron Project
workshop on 'Image processing for future high energy physics detectors'.
His lecture was entitled: 'Relational structure for hierarchical image
analysis'. With this occasion he visited some Italian image analysis
centers in Palermo(CRES and DIE), Naples (DIS), Genoa (CNR and DIST)
and Pavia(DIS) Universities.
The Commission of the
European Communities (Directorate-General XIII) was accepted supporting
his participation in a research activity, entitled: 'Relational structures
for hierarchical image analysis', at Stichting Mathematisch Centrum
Amsterdam for a total duration of 3 months in 1993.
The fellowship split
in two parts (June, November-December) was a nice occasion for different
scientific contacts and for information improvements, not only in the
field of image analysis, but generally in computer science, especially
for UNIX , free software and multi-media environments.
In the same time dr.Jalobeanu
met European Research Consortium for Informatics and Mathematics (ERCIM),
and participated to the 22-nd International Conference on Stochastic
Processes and Applications (SPA'93), Amsterdam 21-25 June 1993, and
also to other five conferences organized by UvA and CWI. Some results
of his research activity in the field of mathematical morphology in
cooperation with dr.Henk Heijmans from CWI, are communicated at February
10, 1994 symposium of Romanian Academy in Bucharest (Mathematics chapter),
and also in a "Eotvos-Lorand" Budapest-"Babes-Bolyai" Cluj Universities
joint Conference in 1994.
His
experience in the Computer Vision field is turn since November 1995
in his electronic monthly publication called BEAIS - Bulletin for Image
and Signal Analysis. In 1997 he build together with Lucian Muresan,
a physician working at the Physics Research Center from Dubna, the BEAIS
Home page, a Web (Online) publication
in Computer Vision.
Another important contact
he had in Amsterdam in 1993 was INTERACT - The European Platform for
Interactive Education and Multi-media. It was the beginning of his activity
in the field of e-mail teaching, interactive education and, generally
Internet Learning. His contributions about Romanian networks and Internet
access, taking part to conferences on Operational Research at Thesaloniki
(1995 and 1997), respectively on Distance Education at Portoroz (1996),
Ankara (1996 and 1998), were very well received. In this field Dr. Jalobeanu
begun to cooperate with Odd de Presno (Norway), Bob Rankin(USA), Lara
Stefansdottir (Iceland), Nic Nistor (Germany), Susan English, Christopher
Clark and William Lindsay (Great Britain).
At
the ROSE'96 Conference on Open Systems, in Bucharest, Dr.Jalobeanu was
the chairman of the 'Distance Learning session', also. Since 1997, together
with Nic
Nistor, Dr.Jalobeanu is involved
in a difficult project, organizing a succesfull (annual) International
Conference called Romanian Internet Learning Workshop (with the logo
"Internet as a Vehicle for Teaching" (9-14
June 1997, 16-24
July 1998, 15-28
August 1999). For this event, together
with Nic Nistor, he designed and developed especially the RILW
Web page, publishing all documents
connected to the workshop. The graphic presentation was designed by
Dumitru Radoiu (CS Department of the "Petru Maior" University of Targu-Mures).
RILW'99 was organized in Cluj-Napoca as an International Conference
and Summer School, on the Erasmus framework.

Dr.M.Jalobeanu
is member of EDEN
(European Distance Education Network), and CADE
(Computers in Art & Design Education ) organizations, as well as
of HTML
Writers Guild.
He
is also an active member of the political association 'Civil Alliance'
and of the academic organization 'Academia Civica', and also the Co-president
of the romanian branch of the cultural association 'Polygon'. At general
elections from September 1992 he activated as the head of Cluj Computer
Department of Democratic Convention, controlling the election data processing.
He published occasionally political and cultural comments in the Cluj
newspaper 'Tribuna Ardealului', 'Monitorul de Cluj', as well as in the
Agora OnLine Web publication (http://www.agora.ro/.
